Interesting one. I've not been able to identify it at all unfortunately. It looks like an old badge with BSS in blue enamel on the front. I did find the same badge online relating to a Birmingham Assay office but there aren't any hallmarks on this one to say it's silver. If anyone is able to identify that's be much appreciated. It's got some tarnishing on the reverse and no other markings at all.
