Small Lions Club Past President Badge with 100% attendance tag

Lovely small gold metal badge for the Lions Club with Past Pres. diagonally across the front. There's also a tag that swivels underneath which reads for 100% attendance and the number 1, not sure what the 1 means though. Marked on the back for HH & R both in circles but again I don't know who that refers to. No markings I can see to give a clue on the metal used or who made it so please take a look at the pictures and ask any Q's before bidding.
